A community-based model of psychosocial care
Blue Dragon has developed an innovative model of care as an alternative to traditional, institution-based models…
Blue Dragon has developed an innovative model of care in community settings as an alternative to traditional, institution-based models. Using this approach, we have assisted more than 5,000 street kids and survivors of human trafficking.
Beyond this, we are training government and civil society workers in 5 rural provinces and 2 cities to implement this model themselves. We have a grant from the US Government’s Program to End Modern Slavery to evaluate and scale this up.
School curricula on child safety

We have created a school curriculum teaching secondary students how to identify threats like trafficking, child labour and child marriage. In a province of 1.8 million people, every secondary student is learning to stay safe from exploitation.
As of 2026, we are developing a similar curriculum for a second province.

Shutting down child trafficking rings

Through sustained intervention over 10 years, Blue Dragon brought an end to a trade in child labourers that took girls and boys aged under 16 from two rural provinces and put them to work in garment factories.

All that we learn from our frontline services contributes to law reform for the benefit of all people.
Two new laws introduced:
– A circular on the right for victims of crime to have a lawyer
– A circular requiring police to conduct child-friendly investigations
Two existing laws improved:
– Criminal Code that enables the prosecution of people who commit same-sex abuse
– Law on Human Trafficking

I felt like I was at the bottom of society when I lived on the street. I didn’t believe in myself or think I could ever change my life. Now that I am a co-CEO and in a position to help others, I hope the children of Blue Dragon will believe in themselves that their dreams can come true.
Vi Do, Blue Dragon co-CEO
Vi first met Blue Dragon at 15 years old when he was living on the streets
I believe my work will help change the behaviours of people in my village so that they are less likely to fall for the tactics of human traffickers who usually use high-paying job offers as a trap.
Luyen, an Anti-Trafficking Board member
Luyen rose from the trauma of slavery to become a passionate community leader who advocates for protecting women and girls from human trafficking
Effectiveness
Blue Dragon constantly measures the effectiveness of our interventions.
Here are some highlights of what we have measured so far.
79%
Getting kids back to school
79% of students who quit school return to the classroom after home visits and practical support from teachers and Blue Dragon staff. 95% of returnees are still in school after one year.
98%
Tertiary graduation
98% of Blue Dragon’s tertiary scholars graduate with a college or university degree; and 100% of the graduates find employment within 6 months.
20%
Prosecutions
Blue Dragon’s lawyers represent victims of human trafficking in roughly 1 in 5 cases nationwide each year.
The road ahead
Blue Dragon is focused on the question of how to end human trafficking for good, so that every child is safe now and in the future.
Across the country, 16 million people fall into categories that put them at risk of being targeted by human traffickers. Our data indicates that there are four key factors that make people vulnerable to trafficking.
16 million
Ethnic communities living in remote regions
Families living in poverty and unemployment
Children disconnected from education or protection systems
People migrating for work far from home
Here’s how we are scaling up our impact
to protect 16 million vulnerable people
Anti-Trafficking Boards
Blue Dragon keeps people safe through the establishment of Anti-Trafficking Boards. Run by local leaders, teachers, police and citizens, these Boards create an ecosystem that utilises government resources to protect people in their communities.
Boards have the responsibility to educate and give practical assistance to people who are vulnerable or in crisis.
As of 2026, there are 144 Boards in rural areas of Vietnam reaching over 50,000 people annually. This reach is continuing to grow.
Care in the community
Blue Dragon is advocating for Vietnam to systematically provide psychosocial care in community settings, with institutional shelters as a necessary last resort.
As we train and work alongside local social workers to provide community-based care, we are studying this model’s potential to work at scale, delivered by government and civil society agencies.
Safe, supportive schools
Keeping children in school – or getting them back to school after a long absence – and ensuring a high quality education are key to protecting them from human trafficking.
Blue Dragon continues working with more individual schools and departments of education to improve retention rates and educational outcomes. At the same time, we collaborate with government agencies to roll out curricula on human trafficking, child labour and child marriage across the country.
City-wide protection
In Ho Chi Minh City and Hanoi, the number of street-connected children and families sleeping rough is in the thousands. Blue Dragon is working with agencies and policy-makers, across sectors, to create city-wide networks of care with effective child protection mechanisms.
