Policy advocacy and law reform
From assisting street kids to rescuing victims of human trafficking, Blue Dragon works with young people in crisis every day.
This frontline experience informs our work to improve laws related to human trafficking, child protection and other relevant areas.
We support the government to consult widely with affected individuals and communities, and provide technical input directly to drafting committees. Once approved, we offer training in revised laws and advocate for better coordination and implementation.
Laws that have been improved or created with Blue Dragon’s involvement:
1. Revision of the Criminal Code, 2015 – to enable the prosecution of people who commit same-sex child abuse.
2. A Circular of the Ministry of Public Security (Circular 46, 2019) ensuring victims’ rights to legal representation throughout the investigation and court process and establishing victim-friendly procedures.
3. A Circular of the Ministry of Public Security (Circular 43, 2021) providing detailed and binding guidelines requiring police to conduct child-friendly investigations.
4. Revision of the Law on Human Trafficking Prevention and Combat, 2024.

Curriculum development
To ensure ongoing impact, Blue Dragon develops curricula for training of government officials and for schools to use in classrooms.
Our anti-trafficking curriculum is being rolled out in all middle schools across one province and we are developing a similar curriculum for a second province, tailored to local needs.
Blue Dragon creates training materials for frontline child protection workers to better understand relevant laws and provide effective, child-friendly services. Our aim is that all responsible officials – including police, social workers and health workers – can play their part in protecting children and families.

Nationwide protection systems
As Blue Dragon develops effective solutions to complex problems, we create protection systems embedded within existing structures that can be replicated and scaled.
These systems initially operate with our direct involvement and funding, but over time become owned by their communities and embraced by provincial governments.
We are now advocating for these systems – such as Anti-Trafficking Boards and training curricula for frontline workers – to become part of the national framework.
